How the gate uses it
When a memo cites an authority published here, the closed-world-url gate confirms the link resolves on rechtspraak.nl, the match-set gate confirms the case or instrument exists, and the quote-verbatim gate compares the quoted passage against the page as a string. A verdict of verified means all three passed. Needs a check means one did not, and the memo says which.
