Three verdicts, and no fourth
Verified, needs a check, or not found. A firm can switch on 'hold work with a failed authority': any run containing a failed authority is held rather than released, and only an owner can override the hold.

What it does not do
- It does not read licensed corpora. Paywalled publishers are deny-listed by design, so an authority only in Westlaw or Lexis comes back 'not found'.
- It does not cover US, Canadian or Australian law.
- It does not produce a compliance certificate or a tamper-evident hash chain. The inspection bundle carries a content digest.
- It does not claim an accuracy percentage. It reports what each gate did.
